It started out as a complaint about a boy exposing himself in a neighborhood.
Patty Schwarz Lockart, a counselor with the Colonie Police Department, got the case, and, following a police officer's hunch that something was not quite right, she interviewed the youth to find out not only what happened, but why.
What she learned was that the boy, who was 13 or 14, had been sexually abused by his father since he was 11 years old. And when the father was 11, he was sexually abused by his Boy Scout scoutmaster.
"We ultimately arrested the father," Lockart said. "He didn't know how to stop it. He thanked us."
Lockart, who is not a police officer, joined the department in 1983 as a counselor in their juvenile unit. The job was created in the late 1970s with the assistance of state funding, according to Lt. …
